Dr Michael C Clarke
Mike is the founder and chief shareholder of M.E.T.T.S. He has qualifications in Mining and Chemical Engineering (including a PhD). Mike's areas of expertise are: Energy and Resource Development & Use, Energy Technology Development, Project Management, Wastes Management, Infrastructure Development and Technician Education.
Mike has been responsible for M.E.T.T.S.'s policy directions and technical investigations. He was the originator of the Radiant Tube Technology Project. Mike is based in Brisbane, Australia, but has excellent contacts in the Philippines, Indonesia and Australia.
Jack Wilcox, AM
In his role as a director of M.E.T.T.S. (since early 2001), Jack draws on a wealth of experience in the areas of resource economics, relationship with government and regulators, and administration.
From the early 1970's to the early 90's, he was a senior adviser to Governments (both State and Federal) on the formulation and implementation of Government policy as it affected the mining industry. He has represented Australia at many international meetings, chairing United Nations and other international conferences.
Key relevant activities during that period include First Assistant Secretary, Dept. of Trade, Canberra (1978-1984) in charge of mineral export policy; Chairman, Joint Coal Board (1984-1992); Chairman, Coal and Oil Shale Mineworkers Superannuation Tribunal (1993-1994), Chairman, Wambo (Coal) Mining Corporation (1992-1993); and Chairman, Japan Festival , Inc. (1997-2000).
Richard Stevenson
Richard has professional qualifications in applied psychology and management. He has undertaken project management for USAID; in Kenya, Pakistan, Tunisia, Philippines, and the Asian Development Bank. For the Bank he is presently the manager of their regional cleaner production project.
While a director of M.E.T.T.S. (since 1991), he has assisted in project planning for wastes combustion (for Cebu, Philippines) and with other energy and wastes proposals for the ASEAN region. He has represented the company in The Philippines and other ASEAN.
Until July 1999, Richard was based in Manila, but has relocated to Colorado. He is still involved in the Philippines and other ASEAN, and makes regular visits to the region.
Paul Wagner
Paul has professional qualifications and experience in languages and management. He has undertaken organisational management for publishers in Nepal and India. Paul is based in Sydney, Australia.
While an associate of M.E.T.T.S. (since 1997), he has assisted in project planning and administration. Paul has designed this website as part of his management and promotional activities for the company.
Jack Keefe
Jack has over forty years of progressively responsible civil engineering experience, in construction and project management, in both domestic and international projects. The responsibilities have included; Complete Reconnaissance/Concept Engineering, Estimating and Construction Management, Inspection Functions, Resident & Project Manager Functions (projects to $US90m in value) and Claims and Recommendations Assignments
His countries of work experience include: United States, Philippines, China, Vietnam, Korea, Iran, and Thailand. As an associate of M.E.T.T.S. Pty Ltd, Jack assisted Mike Clarke in the preparation of an Expression of Interest for the Technical Assistance package for the Asian Development Bank's Philippine Natural Gas Regulatory Framework Study. (Particular assistance was provided with organising meetings with ADB staff, and ensuring that the documentation met the Bank's requirements.)
In January 1996, assisted in the appraisal of the Sucat power station for conversion to coal firing. During 1996, helped in maintaining contacts in Manila for Mike Clarke with Government, semi-government and private groups involved in the power industry, with special reference to developments concerning the Sucat and Bataan Thermal power stations.
Dr. Andy Hammond
Andy is a geologist and soil scientist. Andy has wide knowledge of the soils and geology of Australia and New Zealand, and is considered an expert on mass movement (landslip) and erosion. Andy was joined by Mike in the writing of the Mass Movement section in the Queensland, 2003 State-of-the-Environment Report. Andy Hammond has an interest in the inter-relationship of bushfire (wildfire), storms and subsequent erosion.
Andy has qualifications from Tasmania and New Zealand. He has carried research in: Environmental Earth Science, Quaternary Geology, Land Resource Management, Pedology, Geomorphology, Neotectonics and Geohazards.

Fritz Kilcher
Fritz Kilcher is a Swiss-trained senior technician/engineer who has worked in construction and plant installation in Australia, Africa, the Americas and Asia. He has established Tecniskill with is fabrication facilities western Sydney, to service projects in Australia and the region. The company has offices in Cebu, the Philippines, and Shanghai, China.
Fritz is experienced in putting together large construction and maintenance teams, for undertaking projects that have tight schedules and budgets. He has a reputation for getting those projects completed to the required standard, on time and within budget.
