M.E.T.T.S. Pty. Ltd. (Mine and Engineering, Technical and Training Services), Consulting Engineers, Resource & Infrastructure Development

M.E.T.T.S. Pty. Ltd. (ABN 66 050 710 015) is an Australian private company, registered in New South Wales, Australia.

The company is concerned with:

• energy and fuel resource management,
• infrastructure development for power, and wastes management,
• research and development in specific technologies, and
• appropriate technology transfer with associated training to complement the above.

Activities have been concentrated in Australia and South East Asia (with particular reference to the Philippines), where packaged power plant concepts are being developed to utilise local mixed fuels in environmentally responsible ways. A major proposal was prepared in 1993/4 for the management of Cebu's solid wastes with power generation from those wastes. The project attracted promises of funding from equipment vendors, and a development bank, as well conditional support from Australian Government agencies. The project was shelved when difficulties were encountered with finding a site with secure title for the plant.

The company is dedicated to the integration of research with industrial development. An example of this type of activity was M.E.T.T.S.'s management and leadership of a major industrial research project that involved the combustion of natural gas at elevated temperatures. The project was called Radiant Tube Technology. Other participants were, The Australian Nuclear Science and Technology Organisation (ceramics) and The Australian Gas Light Company (gas technology). The project attracted considerable funding from the Australian Government's Energy Research and Development Corporation

With respect to waste disposal, M.E.T.T.S. favours combustion systems that produce clean emissions, whilst providing useful energy recovery. Fluidised Bed Combustors (of the atmospheric bubbling variety) are viewed as being a proved technology that offers the possibility of utilising many of the low specific energy bio-fuels and indigenous fossil fuels. Reasonable energy conversion efficiencies can be obtained using such technologies, with minimum environmental damage. The operation and maintenance of such units and the associated generation equipment, can be carried out by local technicians and engineers after short training courses.

With reference to Cebu, Philippines, a combustor of 36MW(e) capacity was designed to run of domestic wastes supplemented by local coal. The advantages of such a unit would be that it will provide an environmentally acceptable end depository for local garbage, produce a significant amount of electrical power and will supply a market for those local coals that are not suitable for traditional power plant firing.

During 1999 - 2000 M.E.T.T.S. had two proposals before Philippine power groups. These were to retrofit generating plant with modern clean coal combustion units to extend the operating of the plants, and provide emissions that meet the new environmental standards. The technology chosen for these proposed conversions was Circulating Fluidised Bed Combustion (CFBC), which is an advance on the Atmospheric Fluidised Bed Combustion, as was proposed for the Cebu waste fired units.

The concepts being applied in the Cebu project were developed by the directors of M.E.T.T.S. Mike Clarke, the managing director, has experience in waste fuels and fuel supplementation, whilst Mr. Richard Stevenson, Director-Asia (who is partially based in Manila) has expertise in the South East Asian energy industry. M.E.T.T.S. through its project development activities has access to a number of major Australian engineering companies who can provide the technical know-how to ensure that the technology that is used will work and is appropriate to the clients' needs. M.E.T.T.S. personnel can assist with marrying technologies from different sources and developing associated personnel training programmes.


  Structure, Directors and Associates

The structure of M.E.T.T.S. is that it is a private company owned by its two directors (Stevenson and Wilcox). Expertise additional and outside that held by the directors is supplied by associates of the company. The associates include engineers (nuclear, chemical, biochemical, civil, electrical and mechanical).

Pacific Power Partners LLC

Pacific Power Partners LLC (PPP), is a Tulsa, Oklahoma based engineering/management consultancy of which Dr. Michael Clarke is a V-P. The company has been marketing new & used gas turbine generating plant into Asia. The Company President is Thomas Warlick, and the second V-P is Mr. George Thomas. Mr. Warlick is a management consultant, and Mr. Thomas is a mechanical engineer with vast experience in power generation.

PPP has an agreement with a US Gas-to-Liquids (GTL) technology group to market their technology. The technology being offered is a means of converting natural gas into very clean liquid fuels, and wax precursors to value added lubricants. PPP initially became interested in GTL technology regarding its inclusion into the Philippine oil refineries, for the utilisation of their refinery coke.

METTS/PPP have some economically viable schemes for combining GTL plant with power generation. Given the lack of activity in S. E. Asia, we are actively looking for other sites for the combined technology.

Tecniskill's major involvement is in planning/co-ordination of projects; from their design, to construction, and commissioning. Tecniskill has major fabrication facilities that complement its project work. The company is also involved in environmental protection as it relates to industry. Tecniskill applies an effective quality control system based on AS 3901. ISO 9001 and AS 2990 Cat. A.
